As always, Mithran is entirely right.

The skill is not overpowered, since it is very difficult to make even insane single target damage too useful. More useful that the damage reduction is the ability to go through Prots (and Kappa Shell... seriously) with the lifesteal.

Spirit Tower devotes an entire bar to its skills to be useful. This is fine.
